The Programme Manager is a critical role within GCIO's COO function to support the GCIO strategic initiatives. This role is responsible for managing complex cross-domain programmes in GCIO to drive organizational efficiency and eliminate silo management. The role holder will lead end-to-end delivery of GCIO transformation programmes while also managing technology modernization initiatives from Technology Infrastructure and Technology Architecture domains. This position requires strong programme management expertise, stakeholder management skills, and the ability to coordinate complex, multi-stakeholder initiatives in a fast-paced environment.

Key Responsibilities

Strategy
• Accountable for translating strategic initiatives into actionable programme plans across domains in GCIO.
• Responsible for implementing programme strategies that align with GCIO's cross-domain efficiency objectives and organizational transformation goals
• Informed of the broader Group & T&O strategies changes that may impact cross-domain programme delivery

Business
• Accountable for delivering business objectives and financial targets for assigned cross-domain programmes
• Responsible for programme-level financial management, budget oversight, and cost optimization across multiple domains
• Responsible for ensuring programme deliverables meet business requirements and drive measurable efficiency gains
• Accountable for programme performance reporting and communication to senior stakeholders and steering committees

Processes
• Accountable for establishing and maintaining programme governance frameworks, including working groups and steering committees
• Responsible for executing and supervising programme management processes in accordance with Change Delivery Standards and Enterprise System Delivery Lifecycle (E-SDLC) Standard
• Consulted on process improvements and standardization across GCIO domains

People & Talent
• Responsible for managing cross-functional programme teams including application teams and technology infrastructure team, and technology architecture team.
• Accountable for setting clear objectives and performance expectations for programme team members
• Responsible for fostering collaboration and breaking down silos between across domains
• Consulted on resource allocation and capacity planning for cross-domain initiatives.

Risk Management
• Accountable for identifying, assessing, monitoring, and mitigating programme-level risks and issues across all domains
• Responsible for escalating significant risks to programme directors and senior leadership
• Responsible for implementing risk mitigation strategies and contingency plans
• Informed of domain-specific risks that may impact overall programme delivery

Governance
• Accountable for establishing and maintaining programme governance structures, including steering committees and working groups
• Responsible for ensuring compliance with GCIO governance frameworks and reporting requirements
• Responsible for coordinating governance activities across multiple domains and stakeholder groups
• Consulted on governance framework improvements and standardization initiatives

Regulatory & Business Conduct
• Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
• Accountable for ensuring all programme activities comply with regulatory requirements and business conduct standards. 
• Responsible for maintaining awareness of regulatory changes that may impact programme delivery and ensuring appropriate controls are in place. Consulted on regulatory implications of cross-domain initiatives and transformation programmes.

Qualifications

• Education bachelor’s degree in information technology or computer science.
• Membership PMI or equivalent professional bodies
• Certifications PMP or equivalent, Agile/SCRUM certifications
