The Employment Tax leader is responsible for the global governance, oversight, and strategic management of employment tax risks and compliance across 65 countries. The role ensures that the company meets all employment tax obligations, maintains a robust control environment, supports business growth and transformation, and protects the organisation from financial, regulatory, and reputational risk.

The role serves as the senior subject matter expert on employment taxes globally, partnering with Tax, Payroll, Finance, Reward, Mobility, Legal, HR, Internal Audit, and external advisors to ensure consistent application of employment tax legislation and governance standards across all jurisdictions.


Key Responsibilities

Global Employment Tax Governance

• Define and maintain the global employment tax strategy, governance framework, policies, and standards.
• Establish a risk-based control environment covering all employment tax obligations globally.
• Ensure employment tax governance aligns with the organisation’s tax strategy, risk appetite, and regulatory obligations.
• Provide regular reporting to senior leadership, Tax leadership, Audit Committees, and external stakeholders as required.
• Lead employment tax risk assessments across all operating jurisdictions.

Compliance Oversight
 

• Oversee employment tax compliance across 65 countries, ensuring adherence to local legislative requirements.
• Monitor changes in employment tax legislation and assess impacts on business operations.
• Ensure appropriate processes are in place for:
• PAYE withholding
• Social security contributions
• Equity compensation taxation
• Benefits reporting
• Expatriate and international assignment taxation
• Director and executive taxation
• Termination payments
• Shadow payroll arrangements
• Govern the management of tax authority enquiries, audits, and disputes.

Risk Management and Controls

• Own the global employment tax control framework and associated governance processes.
• Identify, assess, and mitigate employment tax risks arising from:
• Payroll operations
• Global mobility programmes
• Executive compensation arrangements
• Mergers and acquisitions
• Business restructurings
• Remote and cross-border working
• Ensure controls are documented, tested, and operating effectively.
• Support compliance with internal control frameworks and external regulatory requirements.

Strategic Advisory

• Act as the senior advisor on employment tax matters to Leadership, Payroll, Tax, HR, Reward, Finance, and Legal teams.
• Provide strategic guidance on:
• Global reward programmes
• Share plans and equity compensation
• Executive remuneration
• International mobility
• Organisational restructures
• New market entry and expansion activities
• Support business transformation initiatives, acquisitions, divestments, and operating model changes.

Payroll and Operational Partnership
 

• Partner with Payroll leadership to ensure payroll processes support employment tax compliance requirements.
• Oversee employment tax implications of payroll transformation programmes and vendor transitions.
• Ensure tax considerations are embedded within payroll governance and service delivery models.
• Drive continuous improvement and standardisation of employment tax processes.

Stakeholder Management

Build strong relationships with:

• Payroll
• Group Tax
• Reward
• Global Mobility
• HR
• Finance
• Legal
• Internal Audit
• External advisors
• Tax authorities

Influence senior stakeholders on risk mitigation and compliance priorities.
Present complex technical matters in a clear manner.

Leadership
 

• Lead and develop a global employment tax function.
• Establish a culture of compliance, accountability, and continuous improvement.
• Manage external advisors and employment tax service providers.
• Provide coaching and technical guidance to payroll, tax, reward, and HR teams.

Knowledge, Skills and Experience

Essential
 

• Significant experience in employment tax leadership within a multinational organisation or major professional services firm.
• Deep technical knowledge of UK employment tax, social security, and payroll tax requirements.
• Strong understanding of global employment tax obligations across multiple jurisdictions.
• Experience managing employment tax audits, investigations, and regulatory interactions.
• Proven ability to design and implement global governance and control frameworks.
• Experience advising senior executives and Boards on complex tax matters.

Strong understanding of:

• Global payroll operations
• Equity compensation
• Executive remuneration
• Global mobility
• Cross-border employment structures
• Excellent stakeholder management and influencing skills.

Preferred
 

• Experience within a complex multinational organisation.
• Professional qualification such as CTA, ACA, ACCA, ATT, or equivalent.
• Familiarity with SOX, internal controls, and risk management frameworks.

Reporting Line

This role reports into the Head of Payroll & Employment Tax and acts as the global functional lead for employment tax governance across all countries of operation.
